SUMMARY:Advancing Low-Carbon Cement and Concrete Through Standardisation
DESCRIPTION:On 3 September 2026\, the Regulatory Environment Working Group 2 (WG2) of the European Innovation Council (EIC) Pathfinder Challenge Portfolio “Towards cement and concrete as a carbon sink” hosted the webinar “Advancing Low-Carbon Cement and Concrete Through Standardisation”. \nAlmost 130 participants joined the online event\, which explored how standardisation\, performance assessment and certification routes can support the market uptake of innovative low-carbon cement and concrete technologies. \nThe internal webinar featured contributions from Mika Rytkönen\, European Innovation Council Programme Manager for Mobility & Transport; Dr Joren Verschaeve\, Senior Programme Manager at ECOS – Environmental Coalition on Standards; Prof. Christoph Müller\, Chair of CEN/TC 104 – Concrete and related products; and Dr Gregor Gluth\, Chair of RILEM Association technical committee (TC) 329-CUC (carbon dioxide uptake by concrete during and after service life). The discussion was moderated by Dr Gráinne Greehy\, ECO-SLAG-CEM project representative and Chair of the WG2. \nA central theme was the need to distinguish between placing a product on the market and enabling its actual use in construction. European harmonisation and CE marking1 can facilitate market access\, while the use of products in buildings and infrastructure remains strongly influenced by national\, regional and local building regulations. \n————————————– \n\n\n\n1 CE stands for Conformité Européenne (“European Conformity”). In the field of construction products\, CE marking indicates that the manufacturer has assessed and declared the product’s performance in relation to its essential characteristics and takes responsibility for the conformity of the product with that declared performance\, allowing it to be placed on the EU market. \n————————————– \n\n\n\nThe speakers also highlighted the importance of moving towards more performance-based standards. Rather than prescribing specific compositions\, performance-based approaches can enable greater flexibility for innovative low-carbon binders and concrete technologies\, provided that reliable testing and robust evidence demonstrate their long-term performance and durability. \nProf. Christoph Müller illustrated how performance testing can support the introduction of new materials and how approaches such as ‘Exposure Resistance Classes’ can help link material performance with structural requirements. He also presented ongoing work within CEN/TC 104 on the future development of EN 206 and on facilitating the assessment of new concrete constituents. \n\n\n\nDr Joren Verschaeve stressed that standards play an important role in shaping market access and innovation. Products covered by harmonised European standards generally benefit from a more straightforward route to CE marking\, while the alternative EOTA/ETA2 route for innovative products can be more costly and time-consuming. \nThe discussion highlighted that: \n\n\n\n\nTechnically sound performance-based standards can help European standardisation keep pace with low-carbon innovation;\n\n\n\nAccurate testing methods and engineering practices remain essential to guarantee safety\, durability and long-term performance;\n\n\n\nStandardisation is necessarily a lengthy process\, while alternative routes such as European Technical Assessments can also require significant time and resources; and\n\n\n\nEuropean standardisation and national building regulations need to be considered together when developing routes to market for innovative technologies.\n\n\n\n\nFor the six projects within the EIC Portfolio\, the webinar reinforced the importance of considering standardisation\, certification and regulatory pathways early in the innovation process. \nThe Regulatory Environment Working Group will continue to identify common regulatory barriers\, develop shared roadmaps and engage with relevant standardisation bodies\, regulators and technical experts to support the future market uptake of the Portfolio’s low-carbon technologies. \n——————————— \n2 EOTA stands for the European Organisation for Technical Assessment. An ETA (European Technical Assessment) provides a voluntary route to CE marking for construction products that are not\, or not fully\, covered by a harmonised European standard\, based on a European Assessment Document (EAD). \n———————————- \n\n\n\n\n\n\n\n\n\n\n\nPlease find links below to the: \n\n\n\nPlease find links below to the: \n\n\n\n– Webinar recording: “Advancing low-carbon cement and concrete through standardisation”. \n\n\n\n– Presentation by Mika Rytkönen\, European Innovation Council Programme Manager for Mobility & Transport (welcome and introduction). \n\n\n\n– Presentation by Dr. Joren Verschaeve\, Programme Manager at ECOS\, Environmental Coalition on Standards. \n\n\n\n– Presentation by Prof. Christoph Müller\, Chair of CEN Technical Committee (TC) 104 (Concrete & Related Products). \n\n\n\n– RILEM technical letter: “Carbon dioxide uptake by concrete during and after service life – Opening Letter” by Gregor J.G.
